- An applicant for issuance of a Certificate of Endorsement shall submit a properly completed application. The latest revision of all forms of applications is available on the Palau International Ship Registry (PISR) website.
- When an application for a PISR endorsement of a COC submitted to any Authorized Office who does the documentation, the applicant may request the issuance of a Certificate of Receipt of Application (CRA).
- A CRA allows the holder to serve on board a ship entitled to fly the Palau flag for three months only.
- If the application (with attachments) and proof of foreign certificate are in order, then the COE is issued to the applicant.

Every Navigation officer serving on Palau registered vessel need to hold a valid COC issued by a recognized flag administration. A relevant COE issued under the provisions of STCW will remain valid for the term of the national certificate that is duly acknowledged.

2. Engineer Officer – Steam and Motor (All Grades, Motor – Steam)
Every Engineer or Electro-Technical Officer serving on Palau registered vessel need to hold a valid COC issued by a recognized flag administration. A relevant COE issued under the provisions of STCW will remain valid for the term of the national certificate that is duly acknowledged.

3. Officers on Oil, Chemical and Liquefied Gas Tankers (All Grades)

Renewal of Officers Certificates of Endorsement
COE is valid for five years. Renewal of certificates is carried out within 12 months before the date of its expiration.
